New report critical of immigration enforcementAccording to a new report by the Illinois Coalition of Immigrant and Refugee Rights, 27 percent of people arrested under the federal "Secure Communities" program did not have prior criminal records, the Chicago Tribune reports.

The report's findings, which were disputed by federal immigration authorities, are the latest examples of criticism coming from immigrant advocates who have expressed frustration over the lack of action taken in Congress, the news source said.

Joshua Hoyt, the executive director of the coalition, told the news provider that the "Secure Communities" program has hurt the trust between immigrants and their local law enforcement.

"The way it's being implemented, I guarantee you that not one undocumented person will stick around after a traffic accident, not one undocumented person will be willing to be a witness against a criminal, and all undocumented people will avoid all contact with the law enforcement whether they're a witness or a victim of a crime," Hoyt said.

Regardless of whether or not Congress takes more action on immigration, foreign nationals can obtain U.S. green card eligibility through the federal EB-5 visa program by making an investment of $1 million (or $500,000 in some areas) in an American company or project that either creates or maintains at least 10 full-time jobs.
